"SABATINI" is an Italian law which gives grants to companies for
the buying of machinery through instalments for a maximum extended period of
five years.
The buying company must have the following requisites:
- The machinery must operate in Italy
- Less than 250 employees
- Turnover less than 40 million EUR
The advantages for the buyer:
A company that buys machinery through instalments must pay the bank interest on
the value of the machinery. The government gives a contribution to the buyer of
the machinery. This contribution varies according to the region where the buyer
installs the machinery. It's higher in the southern regions than in the northern
regions.
For example:
Northern Italy:
|

100.000,00 |
|
|

16.000,00 |
for payment up to five years. |
|

Southern Italy:
|

There are also intermediate areas with intermediate contributions.
"SABATINI" is obviously convenient for the buyer of machinery.
The seller must have the following requisites:
Situated in the European Community
Advantages for the seller:
Total payment of the machinery in a very short time (10-30 days after delivery)
Procedure:
The first step is to find a bank which is willing to finance the operation.
There are about twenty in Italy. The bank then grants the loan to the buyers
that meet the above-mentioned requisites.
The buyer and seller then sign a contract of sale which in the presence of a
notary. This can be done at different times and in the presence of different
notaries. A second signature is obligatory in Italy.
The buyer signs the seller's bills of exchange for the amount of the value of
the machinery + bank interest.
The contract is then registered at the Court of Law where the second signature
was signed. The purpose of this registration, is to guarantee ritention of title
on the machinery to the seller until the last instalment has been settled.
The Court registration number is engraved on a plate on which is then attached
to the machinery by a court official. The plate may not be removed until after
the last payment has been made and is proof of the right of property on the
machinery to the seller.
The bank discounts the bills of exchange and credits the seller the price of the
machinery less interest.
After approx. six months the government grants the contribution in advance on
the interest. The buyer pays the bills on the expiry dates.
Please note:
The facilities are linked to the sector of the buyer and some sectors are not
entitled to apply (e.g. automotive, pipelines, etc.)
